The Training & Development officer has a variety of
functions. She is responsible for coordinating and arranging the department's
training program, including all outside training, assisting in all departmental
travel and lodging for training, providing assistance for Field Training
Officers for newly hired officers, maintaining training records for all
employees and operating all classroom and firearms range facilities,
department sponsored in-service training, all use of force training,
instructor development, and hosting of training events.
In addition, he has a support role in the selection process for new police
officers and coordinates the orientation and training of new officers. He also
responds to requests for public speaking and community training requests, and
coordinates the department many community service programs . She is also available
to assist officers in project development and event planning. Grant writing,
implementation and monitoring, program development and other special projects
also fall under the responsibilities of Training and Development.
The department's Firearms Training is part of the Training Section and
is conducted by Firearms Instructors Major Gary Blankenship, Sergeant
Joseph Birchett, and Lieutenant Percy Crutchfield. These instructors have
the responsibility of conducting all scheduled firearms training and
ensuring sworn officers maintain a high degree of skill with both firearms
and non-lethal weapons.
All sworn police officers qualify semi-annually with their firearms.
Regular officers also must certify with non-lethal weapons such as pepper
spray.
The Sheriff’s Office has 11 officers who have successfully completed
their General Instructor Certification Program from the North Carolina
Justice Academy. These officers instruct in a variety of environments
from the college classrooms of Central Carolina Community College to
outside training facilities in a variety of areas throughout the state.
Currently the Sheriff’s Office has many officers who have received their
Advanced Training Certificate from the North Carolina Sheriff’s Training
and Standards Commission and/or Criminal Justice Standards. This certificate
is the highest award for training that is issued by the state of North Carolina.

The North Carolina Criminal Investigation Certification Program (CICP)
is an award given to officers who have completed hundreds of hours of
training in the criminal investigation field. The following are officers
